What changed on 7 May 2026

The FCA's Supplementary Regime (Policy Statement PS25/12, finalising consultation CP24/20) strengthened safeguarding and added new obligations. Key changes:

→ A maintained resolution pack for fast return of funds on failure
→ Internal & external reconciliations each reconciliation day
→ A new monthly safeguarding return to the FCA
→ An annual safeguarding audit (reasonable assurance; under £100k may be exempt)
→ Stronger records & organisational requirements
→ Rules on secure liquid assets and third-party selection

A separate end-state “post-repeal” CASS regime is expected to follow but is not yet in force.
